- Confirm. Check you appear on the list: Active Taxpayer List (ATL) check by CNIC.
Filer vs non-filer in Pakistan: what is the difference?
A filer has filed the required return and appears on the ATL. A non-filer either never registered or did not file. The law applies higher withholding rates to persons not on the ATL, on transactions such as bank profit, cash withdrawals, property purchases and sales, and vehicle registration. Exact rates change with each Finance Act and published figures disagree, so see non-filer tax rates in Pakistan and FBR's current rate card.
What are the benefits of being a filer in Pakistan?
- Lower withholding tax on many everyday transactions.
- Ability to buy and sell property and register vehicles with less tax deducted.
- A tax record that banks, embassies and tenders often ask for.
- Ability to claim refunds of excess tax withheld.
Do you have to pay tax to become a filer?
No. Filing a return is what makes you a filer. If your income is below the taxable threshold you may owe nothing. The obligation is to declare correctly.
Can you become a filer after the deadline?
Yes. File the return as soon as you can. Late filers may face a penalty or surcharge and a delay before appearing on the list. See the deadline guide.
